Problem: We have to encrypt a HR database form users and database administrators. We are using SQL 7 & 2000. The users have NT domain accounts. There are serveral other databases on the server that do not require encryption. Can anyone advise on a solution, wether it be through a 3rd party product etc etc. many Thanks

You should probably look into a product like www.protegrity.com since it appears you will not have the luxury of developing the encryption into the software yourself.
